- 문화도시와 문화예술교육 간 상생에 관한 탐색적 연구 - 강원 문화도시를 중심으로 - -
이 연구의 목적은 강원도 내 강릉, 춘천, 원주 등 3개 도시를 중심으로 법정문화도시 사업과 기초 단위 문화예술교육 거점 구축 지원사업이 연계되어 추진되었던 맥락을 살펴보고, 실제 두 사업 간 연계 과정 에서 어떠한 상생적 효과가 발현되었는지를 탐색하는데 있다. 탐색적 사례연구 방법을 적용한 연구 결 과, 이들 세 도시에서 나타난 문화도시와 문화예술교육 간 연계 경험은 사업단위의 기술적 병행 추진을 넘어서서, 문화도시 구현을 위한 긍정적인 정책 시너지 효과뿐만 아니라 지역 문화예술교육의 새로운 가치를 실험적으로 탐색하고, 방향성을 설정하는데 주요하게 기여할 수 있음이 확인되었다. 연구결과로 발견된 다섯 가지 시사점은 강원도 지역을 넘어서서 지역의 문화예술교육 생태계를 고민하는 타 문화도 시 뿐 아니라 현장에서 활동하는 문화예술교육 활동가들에게 있어서도 주요한 정책적 함의를 제공할 수 있을 것이다.
A Explorative Study of the Beneficial Co-existence Between Cultural City and Culture & Arts Education – The Cases of Three Cultural Cities in Gangwon Province –
The purpose of this study is to examine the context in which the cultural city project and the base-building support initiative for local culture and arts education were promoted in connection with three cities of Gangenung, Chungcheon, and Wonju in Gangwon province. It aims to explore what kind of synergistic impacts have been manifested in the process of linking the two government’s initiatives. Based on an explorative case study method, the research findings provided the evidence that the experience of connecting cultural city and arts education projects go beyond the technical parallel promotion. It presents not only positive policy synergy effects for the realization of cultural cities, but also contributes to exploring new values of local arts education. The five findings derived from the research results will be able to provide some crucial policy implications not only for other cultural cities concerned about local arts education ecosystem beyond Gangwon province, but also for arts education practitioners in the field.
